Is Bin Laden Really Wanted?

This is strange. It's been hammered into our brains that Osama Bin Laden is the "mastermind" behind the 9/11 attacks. Then why isn't he "wanted in connection" with this crime by the Federal Bureau of Investigation? Yes, he is a Top 10 FBI Fugitive, but he is being sought for the 1998 bombings of US Embassies in Tanzania and Kenya. He is considered a "suspect in other terrorist attacks throughout the world." No mention of 9/11 though...
